     ***Note*** Code 9 is not evaluated in this output.
C    Total Cloud Cover is evaluated on a column directly above the model grid point
     and does not account for a horizon to horizon view.  If any of low, mid or hi cloud
     cover is evaluated as greater than 50%, cloud cover is encoded 2, otherwise
     it is encoded as 0.
